为了确保政(zheng)府会(hui)(hui)计(ji)准(zhun)则制度在交(jiao)通(tong)(tong)ܫ运输(shu)(shu)领域全(quan)面有(you)效实施,根(gen)据《政(zheng)府会(hui)(hui)计(ji)准(zhun)则——基本准(zhun)则》(财政(zheng)部令第78号(hao))、《政(zheng)府会(hui)(hui)计(ji)准(zhun)则第5号(🦹hao)——公共(gong)基础(chu)设施》(财会(hui)(hui)〔2017〕11号(hao))、《政(zheng)府会(hui)(hui)计(ji)准(zhun)则第10号(hao)——政(zheng)府和(he)社会(hui)(hui)资本合(he)作项(xiang)目合(he)同》(财会(hui)(hui)〔2019〕23号(hao))和(he)《关于(yu)进一步做好(hao)政(zheng)府会(hui)(hui)计(ji)准(zhun)则制度新旧衔接和(he)加强行政(zheng)事业单位(wei)资产(chan)核算的(de)通(tong)(tong)知》(财会(hui)(hui)〔2018〕34号(hao))等(deng)规定,结合(he)交(jiao)通(tong)(tong)运输(shu)(shu)行业实际,现就(jiu)进一步加强公路水路公共(gong)基础(chu)设施政(zheng)府会(hui)(hui)计(ji)核算有(you)关事项(xiang)通(tong)(tong)知如下:
一、总的请求

(一(yi))工路水路公共性地基装置的解(jie)释(shi)
本通知(zhi)模板(ban)所称的(de)国道铁(tie)路交(jiao)(jiao)通费(fei)水路公(gong)(gong)用(yong)性核(he)心公(gong)(gong)用(yong)服(fu)务设施,意思是各部铁(tie)路交(jiao)(jiao)通费(fei)装(zhuang)运(yun)(yun)管理政府部门为符(fu)合社会(hui)发展(zha🅘n)公(gong)(gong)用(yong)性铁(tie)路交(jiao)(jiao)通费(fei)装(zhuang)运(yun)(yun)需要量所操作的(de)国道铁(tie)路交(jiao)(jiao)通费(fei)、装(zhuang)运(yun)(yun)站场、航线、港口码头、轮渡和配建公(gong)(gong)用(yon♚g)服(fu)务设施等(deng)有(you)形化(hua)金融资产(chan)。
独立于公(gong)路水路公(gong)共基(ji)(ji)础设施(shi)(shi)、不(bu)构成公(gong)路水路公(gong)共基(ji)(ji)础设施(shi)(shi)使用不(bu)可缺少组成部分的管理用房(fang)屋(wu)构筑物(wu♓)、设备、车辆(liang)、船舶,不(൲bu)对社会(hui)公(gong)众(zhong)开放的公(gong)务码头,不(bu)再提供公(gong)共服(fu)务的公(gong)路水路设施(shi)(shi),其会(hui)计核(he)算适(shi)用《政府会(hui)计准则第3号——固定(ding)资产》,纳入单(dan)位固定(ding)资产管理。
(二)铁路(lu)桥(q꧂iao)水(shui)路(lu)公共(gong)服务🦩基本的设施(shi)的记账结构性
1.确(que)定记账主(zhu)体的一般原则(ze)。
各个等级公(gong)(gong)开交通(tong)运送(song)菅(jian)(jian)理(li)者团(tuan)队怎(zen)样通(tong)过二级公(gong)(gonꦛg)路(lu)网水路(lu)公(gong)(gong)开前(qian)(qian)提场(chang)地(di)油烟(yan)净化器(qi)菅(jiꦿan)(jian)理(li)体质,根据“谁承当菅(jian)(jian)理(li)维(wei)护岗(gang)位义务,由谁记账”的(de)的(de)原则,并配合单独承当后期的(de)性支(zhi)出义务前(qian)(qian)提,正(zheng)确认定二级公(gong)(gong)路(lu)网水路(lu)公(gong)(gong)开前(qian)(qian)提场(chang)地(di)油烟(yan)净化器(qi)的(de)记账方。
🐽 想关记账核(he)心公账路(lu)水路(lu)服(fu)务性基(ji)本(ben)知识服(fu)务设施那就是认可以沟通不一(yi),验收(shou)股本(ben)验💙收(shou)不重叠、不外漏(lou)。
2.确定(ding)记账主体的有关具(ju)体规定(ding)。
(1)中央(yang)委托地方(fang)承担(dan)管(guan)理(li)维(wei)护🎐职责的(de)ღ公(gong)路水路公(gong)共基础设施,应当由地方(fang)具体(ti)承担(dan)管(guan)理(li)维(wei)护职责的(de)交通运输行(xing)政(zheng)事业(ye)单位(wei)作为(wei)记(ji)账主体(ti)。委托方(fang)应当设置(zhi)备查簿进行(xing)登记(ji)。
(2)🦂对于由(you)企(qi)业举债形成的(de)非收费公(gong)(gong)路(lu),相(xiang)关债务已(yi)经由(you)政府承担的(de),应当及(ji)时从企(qi)业资产负债表(biao)中剥离,按上(shang)述一般原(yuan)则确定公(gong)(gong)路(lu)公(gong)(gong)共基础(chu)设施的(de)记账主体,并及(ji)时登记ඣ入账。
(3)对(dui)于车辆(liang)通行(xing)费(fei)纳入政(zheng)府(fu)(fu)性基金预算(suan)管理且相应的债务由政(zheng)府(fu)(fu)偿(chang)还的政(zheng)府(fu)(fu)收费(fei)公(gong)路(包括(kuo)存量的政(zheng)府(fu)(fu)还贷公(gong)路),由负责编制车辆(liang)通行(xing)费(fei)支出(c🌄hu)预算(suan)的交通运输行(xing)政(zheng)事业单位(wei)作为记账主体。
(4)对于(yu)由企(qi)业(ye)举债并(bing)负责偿还(hai)的收费公路,采用(yong)(yong)政(zheng)府(fu)和社(she)会(hui)(hui)(hui)资本(ben)合作(zuo)(PPP)模式(shi)形成的,政(zheng)府(fu)方ඣ(fang)应当按(an)照(zhao)(zhao)《政(zheng)府(fu)会(hui)(hui)(hui)计准(zhun)则第10号——政(zheng)府(fu)和社(she)会(hui)(hui)(hui)资本(ben)合作(zuo)项目合同(tong)》及其应用(yong)(yong)指(zhi)南(nan)(nan)的相(xiang)关规定(ding)确(que)定(ding)记(ji)账主(zhu)体;采用(yong)(yong)建设(she)-运营-移(yi)交(BOT)方(fang)式(shi)形成但未纳入全(quan)国PPP综(zong)合信息平台项目库,且企(qi)业(ye)方(fang)已按(an)照(zhao)(zhao)相(xiang)关企(qi)业(ye)会(hui)(hui)(hui)计准(zhun)则确(que)认为无形资产的,政(zheng)府(fu)方(fang)应当参照(zhao)(zhao)《政(zheng)府(fu)会(hui)(hui)(hui)计准(zhun)则第10号——政(zheng)府(fu)和社(she)会(hui)(hui)(hui)资本(ben)合作(zuo)项目合同(tong)》及其应用(yong)(yong)指(zhi)南(nan)(nan)的相(xiang)关规定(ding)确(que)定(ding)记(ji)账主(zhu)体;除上(shang)述情形外且已由企(qi)业(ye)方(fang)入账的,地方(fang)交通运输主(zhu)管部(bu)门(men)应当设(she)置备查簿进(jin)行(xing)登记(ji),待(dai)后续相(xiang)关规定(ding)明确(que)后,再进(jin)行(xing)调整。
(5)对(dui)于天(tian)然航(hang)道、天(tian)然锚地和(he)无偿(chang)划拨的土(tu)地,不进(jin)行价值(zhi)核算(suan),无需确认入(ru)账,对(dui)其具有管理维护🎀职责的交通运(yun)输行政事业单🍃位应当(dang)设置备查簿进(jin)行登(deng)记(ji)。
对于已按财(cai)会〔2018〕34号文有关规定(ding)(ding)入账(zhang)的(de)存量公(gong)路(lu)(lu)水路(lu)(lu)公(gong)共(gong)基(ji)础(chu)设施,其✃记(ji)账(zhang)主体与上述规定(ding)(ding)不一致(zhi)的(de),应当自2021年1月(yue)1日起根据上述规定(ding)(ding)予(yu)以(yi)调整。记(ji)账(zhang)主体按规定(ding)(ding)增加公(gong)共(gong)基(ji)础(chu)设施的(de),借(jie)记(ji)“公(gong)共(gong)基(ji)础(chu)设施”科目,贷记(ji)“累(lei)计(ji)盈余”科目;按规定(ding)(ding)减少公(gong)共(gong)基(ji)础(chu)设施的(de),做(zuo)相反的(de)会计(ji)分录。

(四)高速(su)公(gong)路水路公(gong)众(zhong)基础框架建筑设施🐠初始值剂量(liang)的理(li)论依据
对于2019年1月1日༺起新增的(de)公路水路公共基(ji)础(chu)设(she)施,应当按(an)照《政(zheng)府会(hui)计准则第5号——公共基(ji)础(chu)设(she)施》的(de)规定进行💃(xing)初(chu)始计量。
对(dui)于(yu)尚未入(ru)账(zhang)的(de)(de)(de)公(gong)路水路公(gong)共(gong)基(ji)础(chu)设施,在(zai)《基(ji)本(ben)建(jian)设财(cai)(cai)务(wu)管(guan)理规定》(财(cai)(cai)建(jian)〔2002〕394号(hao))施行之(zhi)后建(jian)成的(de)(de)(de),一(yi)般(ban)应(yin♊g)当按照(zhao)其(qi)初始购建(jian)成本(ben)入(ru)账(zhang);在(zai)《基(ji)本(ben)建(jian)设财(cai)(cai)务(wu)管(guan)理规定》施行之(zhi)前(qian)建(jian)成的(de)(de)(de),应(ying)当按照(zhao)财(cai)(cai)会〔2018〕34号(hao)文有关规定确定初始入(ru)账(zhang)成本(ben)。分属(shu)于(yu)不(bu)同记账(zhang)主体的(de)(de)(de)同一(yi)公(gong)路水路公(gong)共(gong)基(ji)础(chu)设施,初始入(ru)账(zhang)成本(ben)的(de)(de)(de)确定应(ying)采(cai)用一(yi)致的(de)(de)(de)会计政策。
对于已按𝄹财会〔2018〕34号文有关规(gui)定(ding)入(ru)账的存量公(gong)(gong)路水路公(gong)(gong)共基础设施,其(qi)初(chu)始入(ru)账成本无需调整。

党中(zhong)央(yang)委(wei)托授权地区(qu)(qu)制(zhi)造控制(zhi)检(jian)修岗(gang)位责任的工﷽路水路公益(yi)性知识基础配套设施的初始化总成本要求(qiu),💎由地区(qu)(qu)路网(wang)及运输行(xing)政主管团队否(fou)则(ze)拟订。

各有关(🦄guan)部门和单位应当(dang)在(zai)2021年6月30日之前,按照上述权(quan)限制(zhi)定(ding)并公(gong)布相关(guan)公(gong)路水(shui)路公(gong)共基础设(she)施(shi)的重置成本(ben)标准。
